Where in Texas are you located?

If you purchased the car from someone in the US (you do indicate it has had FL and AZ titles), it should come with the title from that owner's state.  That is all you need.  There should not be a special inspection - just your county's regular inspection.  The VIN plate should match whatever is on the title from either FL or AZ (whichever you actually bought it from).

Coming with a title from another state in the USA to Texas the process is:
1) Get insurance
2) Get a regular state inspection
3) Fill out DMV form 130-U
4) Take proof of 1 & 2 along with the form 130-U to your local tax office and pay the TTL fees and get your plates.

A VIN Verification inspection is only required if the car is a direct import from outside the USA.

If they are complaining because the VIN is not the standard 17 digit style, just tell them it predates that standard.

I have titled Minis and other cars from overseas in Texas without issues, including one from Japan via Canada.

Edit: If the car is 25 years and older, Texas only requires the basic safety inspection - no emissions testing.

Hello,
I bought a Japan imported Mini, beautiful vehicle but I am having trouble being able to register the vehicle in Texas, 
this car already had a previous FL and AZ title but seems like Texas requires a special inspection and they say this
VIN is not valid to be driven/sold in THE US/TEXAS.... can anyone from TEXAS give me any direction? at least tell me
if anyone had this issue before? CAN YOU TELL ME IF YOU ALREADY OWN A CLASSIC MINI FROM JAPAN IN TEXAS??
