I agree.
It looks like the 9 0'clock screw especially is holding the bucket way out and looking at your last photo you have not aligned the headlights yet as it would seem from the position it is in you would be lighting up the opposite lane and the cars coming towards you.
Screw the adjusting screws in as suggested and get them both close to even with around 1/2" + or - gap from the bucket to the locating ring and then try to fit the covers.

Yes, the headlight does look like it's sticking out pretty far. Have you aligned the beam yet? If you haven't you'll need to remove the ring again to do that anyway.

Try screwing in the 2 adjusting screws about half way from where they are now.
The 12 Oclock + 9 Oclock beam adjusting screws
Looks like the beam bucket + Ring are still too far out not allowing for the chrome trim to sit and pull on all the way.
the bottom screw .. eh if they press on forcefully and evenly the bottom screw is barely needed.

Are you sure you're getting the screw into the hole? If it's pushing the ring away from the bucket, maybe it's pushing against the bucket instead of going into the screw hole. And yes the new ones are crap. I've had to grind away the inside edge of new ones to get them to go over the bucket.

Some you can play with and get them to fit others i have thrown away.
If you replaced your old ones or can find a set you are better off getting them re chromed.

In the home stretch of a semi restoration, and these chrome rings are driving me to drink.
I cannot get them to seat properly. I can get them over the two bucket lips, but once I put the screw in to secure the ring, it pushes the ring out off of the lips.
What am I missing here?!?
