Problem solved, Ferman Mini replaces the seat mat at no charge.  Unlike Ft MyersFreman did the right thing.

What a rip-off dealer said the problem is in the airbag control unit.  The error code is 93C3 that’s the seat mat not the control unit.  They wanted $1,100+ to replace the unit and said that it may not fix the problem.  Going to find a honest dealer.

Up date. Checked the connections the best I could. No joy!  Called Mini USA, they said that the warranty on airbags has been extended to 10 years or 100,000 miles.  Made a appointment at Fort Myers Mini. The airbag is now off even without anyone in the seat.

Okay, it sounds like the passenger side airbag is disabled any time you have a passenger.

Are you getting an SRS error light on the dash?

First thing I would check is the electrical connector under the passenger seat for the weight sensor. Unplug and reseat the connector to ensure good electrical connection. However - DO NOT turn on the key with the connector unplugged - this will trigger an SRS airbag error light which will require a trip to the dealer to reset.

If the passenger seat was moved frequently to allow rear seat passenger entry, the connection under the seat can become intermittent....
