Note: When I rev the engine after getting the code pushing the pedal down to floor barely Revs the car doing it multiple times gets the car back to normal.

Below are things I have done but still getting the issue. I would like to get some input before I throw more money into parts.

  •  - Replaced the HPFP
  •  - Replaced Fuel Pump under the rear seat
  •  - Replaced the Fuel Filter under the rear seat.
Just to eliminate the simple and cheap fix, have you checked the gas cap? The P0087 can be triggered when the gas cap is not on tightly or it is defective....

The next item would have been the HPFP, but you already replaced that...

From BMW:

P0087:  The fault is recognized when the relative rail pressure during engine operation is > 40 bar and a mixture fault or a fuel high-pressure fault is present at the same time.

Potential problem source(s):
- Defect in wiring harness between DME and rail-pressure sensor
- Defective rail-pressure sensor
- Defect in high-pressure system
- Defective DME

Repair procedures:
- Check wiring harness between DME and rail-pressure sensor
- Replace rail-pressure sensor
- Repair problem in high-pressure fuel system
- Replace DME
