As said by geo0 clean everything including the wheel boxes where the arms attach and the tube and cable. Also, clean the commutator and check the brushes. As bikewiz said they won't be great but I'll bet they will be 100 times better than now mine were when I did my 94.

Well, it's a bit of work, but if you were to take apart the motor, you'd find the 26yr-old factory grease on the slide a rather hard glob, and probably off to the side of where and what it should be lubricating. Clean everything, use a new fine grease, and maybe turn the cog wheel over since it's only been using half of the 360 degree wheel. More than likely this is the cause, and not any kind of lubricant in the cable going to the wipers. Just an opinion.

You can try cleaning the contacts and lubing everything as I did, but I found the mini wipers have two speeds slow and slower. The Project Binky guys have a good episode about how poor the wipers are.

I don't normally take my Mini out in the wet.  But yesterday I ran over to Salem and ran thru some drizzle on the way home.  Well my wipers both on normal and high ran very slow.  What's the reason for that??  A bad ground maybe??
