Perhaps it might be time to visit a MINI specialist with the appropriate diagnostic tools....

I saw these possible causes but i don't think most of it applies to me except for the timing component since i replaced the VVT Solenoids & teh cam shaft variables and checked my oil level "I'm using the correct oil" . I'm running out of ideas here and hoping someone can provide any guidance or someone who have seen this before

Here are some potential causes of the P2091, which I found online:

Worn timing belt or chain
Defective camshaft variable timing solenoid
Defective variable valve timing actuator
Engine oil level is too low
Blown fuse or fuse-able link (if applicable)
Misalignment of timing components
Corroded or damaged connector
Faulty or damaged wiring
Faulty ECU

Are you using 5w-30 engine oil?  Using the wrong viscosity oil can sometimes cause issues with the VANOS / VVT system since it uses oil pressure.

I will try to replace the VVT Solenoid within a day or two & will post update

Here is another definition I found:

P2091 - VANOS exhaust side solenoid valve, control activation: Short circuit to positive

Another reason to try the back side VVT solenoid - can't guarantee this will fix the problem, but it is something I would try...

P2091 is "B" Camshaft Position Actuator Control Circuit High

no recent changes except changing the rear brakes so i don't know what's the issue. I don't want to spend the time on changing the second VVT in the back of the engine unless we know it will help. 
Any idea what P2091 means and what i can do to fix the issue?
