What you have described are all separate issues. Tackle them one by one. Get a multimeter, make yourself a 12 foot test light, learn how to read the haynes manual. If you want to own a mini, these are musts. You can do it.

Hello,
I am located in Fort Bragg North Carolina. Ive got a 1992 Austin Mini with a 1275. I took my car to a shop in wake forest and 6 months and $1000 later it still has problems I cant figure out.
I am having problems with electrical stuff. My headlights aren't working, my brake lights are constantly on, my hazards are making a obnoxious noise when I switch them on and only one of them blink, the heater blower doesn't turn on.
I try to read the wiring diagram to figure out what is wrong with the car, but I don't know enough.
Is there anyone that is around Fort Bragg that can help me work on the electrical problems with my car.
Any help would be great. Thanks
