Well your not really supposed to use them! Your idea is probably a good one, I have a 65 Mustang with the factory driving lights, and they vibrate on bumps some as well. I would assume the stiffer the suspension, the worse it gets.

2012 R-60 Countryman
I installed the factory driving lights. The lights seem to vibrate when driving. It is as if the brackets are not strong enough. Have any of you had this? Did you find a solution?
I am thinking of wedging something between the grille and light brackets.
