If you only have a plug for one bulb, you probably have the parking light only and it is normal for the top half to illuminate.

Both front lights are only half illuminated, i took the bulb out rotated it 180 degrees and put it in again and it's the same result, just half illuminated.

I can't help with codes etc.
Re the shape of the illuminated fog light: Doesn't look right to me. What does the other one look like? is it round or half too?
Visually, I'd suspect the bulb holder is not inserted fully/correctly or the bulb itself is not properly seated in the holder.
