Lighting is controlled by the Body Control Module, but if it has failed, there should be other features that are inoperative. Many times, a simple re-flash of the BCM solves this type problem...
Can you get a second opinion at another MINI dealer? Or do you have a local BMW shop that can get into the MINI's computer settings?

While not a MINI, I had a BMW Z3, (so same family) the daytime running lights were controlled by a special relay. Apparently, all BMW's have the socket in the relay box, but not all have the relay. Something to look into perhaps.

Daytime Running Lights are a nice convenience, safety minded. I like them because turning the headlights on dims all the interior lights like radio and such, making them harder to see in the bright sunshine. I'm not aware of any aftermarket solutions to the cluster, but if you're able to replace the unit yourself, you'd save a hefty labor bill (which is probably more than 75% of that $3200 quote from Mini!)
Short of replacing the cluster, you may just have to live without the DRLs

How about this: Take one hand and turn on your lights every time you get in the car! I know you're spoiled with all those BMW conveniences, but I bet you could do it with very little effort. WALAH! You have daytime running lights! It gets even better when the sun goes down...you don't have to think about turning on your lights! Also, FWIW, Daytime running lights only turn on the headlights and not the taillights. You look around and you'll see other spoiled folks driving around after dark with no taillights, and NO CLUE!
