Is this steering wheel available flat (no dish). If not, what is the offset. And can I get it with a working horn push for a 1964 Mini Cooper MK I?

Answer:

The boss for those wheels eliminates the horn, unfortunately on the early cars. There's a Moto-Lita 13" wheel and boss that retain the horn and you can get that wheel in a flat type. However, those wheels are much more expensive (around $459).
